We are US based contract Authority issued a tender for Document Conversion Services. The brief details of the process includes following steps and conditions.
Category1. PAPER CONVERSION TO MICROFORM
a. Experience and Capacity:
1. The suppliers must adhere to prescribed ANSI/AIIM Standards for micrographic technologies.
2. Suppliers in this category must be able to certify experience within the last 60 months prior to the submission of the final bid. The experience requirement is converting up to 1,000,000 individual sheets of paper into at least the same number of microform images.
b. PREPARATION FOR FILMING:
The Supplier must have experience in the preparation of paper source media for filming consistent with ALL the specifications that follow.
1. Paper fastener removal, mending torn or deteriorated media.
2. Paper size up to and including 11” x 17”.
3. Insertion of up to five identification sheets for indexing, classification (or other functions) per file.
c. INDEXING:
The Supplier must have experience in indexing consistent with ALL the specifications that follow.
1. Design file index data scheme for automated (identification sheets) & Key Data Entry (KDE) input.
2. Utilize a file indexing methodology insuring that images are accurately recorded and indexed.
3. Utilize indexing software that provides for three level hierarchical folder index/classification.
The Supplier may have experience in indexing consistent with the specifications that follow.
Automatic three level hierarchical folder indexing from identification sheets - per file Utilize indexing software that provides for more than three level hierarchical folder index/classification.
d. QUALITY CONTROL:
The Supplier must have experience in quality control consistent with ALL the specifications that follow. Provide a file tracking methodology plan insuring source input equals image output Utilize random spot-checking.
Category2. PAPER CONVERSION TO ELECTRONIC IMAGE
a. EXPERIENCE & CAPACITY
Suppliers in this category must be able to certify experience within the last 60 months prior to the submission of the final bid. The experience requirement is converting up to 1,000,000 individual sheets of paper into at least the same number of electronic images, consistent with ALL the specifications that follow.
1. File Type: delivered as standard CCITT Group IV TIFF, PDF or other industry acceptable format.
2. Paper Size: up to and including 11” X 17”.
3. Duplex: or Simplex project with threshold detection enabled for duplex.
4. 200 DPI: or higher resolution.

The Supplier must have experience in the preparation of paper source media for scanning consistent with ALL the specifications that follow.
