Title : Provision of Scanning along with Web Based software

We are based in Haryana; India and we are inviting tenders from qualified and experienced service provider (From India Only) to provide Scanning and related services along with Web based Document Management System. The Contract will be of 1 year. Our Estimated budget for this work is 5370000 INR.
Scope of Services:
1) Scanning Requirements:
a) Total Volume of documents: Service Provider needs to scan an approximate of 30 Lakhs Forms (including One Form and two or three supporting documents)
b) Service Provider has to supply corrugated paper box of 7 ply and safe keep Forms (750 nos. /Box).
c) Service Provider has to make arrangement for data entry, data porting and server backups.
d) Here “Scanning Work” does not just involve Scanning but also includes related services to be performed such as Indexing, Uploading of forms, etc.
e) The scanning of Forms should start within 1 week from the date of issue of work order simultaneously at all our different departments (at different locations within state) and all Forms are to be completed within 365 days i.e. one year from date of receipt of work order.
2) Software Requirements:
a) Service Provider needs to develop a customized Web based Document Management system which will create the work flow, store scanned data, and generate all kind of reports. This software will run centrally on the server provided by us. The invoice payment shall be done from the reports generated from this software.
b) The software should be user friendly and easy to operate.
c) These should not be any user based license restrictions.
d) The software should have the facility to bring out the responsibilities in case there is delay in scanning.
e) In no case, the form information should be available over public domain like internet. The interfaces should be clearly defined by the service provider so that any future integration with existing or future backhaul cloud of our network is possible.
f) The Form information should be accessible for viewing only and should have a password protected access. There should not be any saving or downloading of Forms possible and no printing of Forms should be possible except at the authorized machine with authorized personnel dealing with Law Enforcement Agencies (LEA) and TERM cells. Further, a detailed activity logs should be maintained and it should be possible to watch the activity of a particular client machine.
