TCS, CMC to bid jointly for unique ID project

On the biometric front, CMC has already implemented a project for the Chattisgarh government. The project uses fingerprinting devices in combination with other technologies to establish the identity of a person and provide services such as issue of birth and death certificates and ration cards through citizen service centres.

For the UID project, biometric technology will be crucial to capture and validate citizen information.

“A biometric committee has already been set up and it’s working on the details,” Nandan Nilekani, chairman of UIDAI told ET in a recent interview.

A former PSU, CMC, employs close to 4,000 people who work in the areas of systems integration and solutions, infrastructure management, education and training, and IT-enabled services (ITES) such as data-entry and migration. It also employs around 1,500 people indirectly through contractors for low-end data-entry work, which is typically required for digitization of physical records.

TCS had acquired 51% stake in CMC for around Rs 150 crore in October 2001.

Meanwhile, multinational rivals IBM along with Wipro and Infosys are already preparing solutions to bid for the UID project, and like many other projects, TCS will face some aggressive competition.

Scope of Services:

1) Scanning Requirements:

a) Total Volume of documents: Service Provider needs to scan an approximate of 30 Lakhs Forms (including One Form and two or three supporting documents)
b) Service Provider has to supply corrugated paper box of 7 ply and safe keep Forms (750 nos. /Box).
c) Service Provider has to make arrangement for data entry, data porting and server backups.
d) Here “Scanning Work” does not just involve Scanning but also includes related services to be performed such as Indexing, Uploading of forms, etc.
e) The scanning of Forms should start within 1 week from the date of issue of work order simultaneously at all our different departments (at different locations within state) and all Forms are to be completed within 365 days i.e. one year from date of receipt of work order.

2) Software Requirements:

a) Service Provider needs to develop a customized Web based Document Management system which will create the work flow, store scanned data, and generate all kind of reports. This software will run centrally on the server provided by us. The invoice payment shall be done from the reports generated from this software.
b) The software should be user friendly and easy to operate.
c) These should not be any user based license restrictions.
d) The software should have the facility to bring out the responsibilities in case there is delay in scanning.
e) In no case, the form information should be available over public domain like internet. The interfaces should be clearly defined by the service provider so that any future integration with existing or future backhaul cloud of our network is possible.
f) The Form information should be accessible for viewing only and should have a password protected access. There should not be any saving or downloading of Forms possible and no printing of Forms should be possible except at the authorized machine with authorized personnel dealing with Law Enforcement Agencies (LEA) and TERM cells. Further, a detailed activity logs should be maintained and it should be possible to watch the activity of a particular client machine.

Small BPOs share the pie with biggies

MUMBAI: There is a ecosystem developing in the Indian BPO industry. Large BPO companies in India are enabling smaller BPO companies to get
work.

Big companies want to offload data entry and seasonal work to smaller players. As a result several small companies have cropped up in the outskirts of BPO towns like Chennai, Hyderabad, Noida and Gurgaon.

Chennai-based E Edit Solutions, a BPO in e-publishing space, outsources basic composition work and XML coding work to multiple vendors. R Sundaresh, director, E-Edit, says, the low end work involves conversion of content from paper to digital or in some cases even pure data entry, this can be outsourced to smaller players. The final value addition of the content is then done by the company before its sent to the client.

Small BPO companies like Chennai-based Selvam & Selvam, specialise in IPR related work. Roger Parker of Selvam & Selvam, says, Our firm does sub-contracting work with several BPO firms in India. Selvam and Selvam may not get work directly because it does not have presence in US . US clients want a US company as they can’t sue an Indian company if something goes wrong.

Mr Parker says that they charge between $60-110 depending upon if its a junior lawyer or a senior attorney involved in executing the work. The company employs 58 lawyers, of which 10 are for para legal work.

   d) Pages in PDF files must appear in order of their occurrence in physical document folder/manual.
   e) All the chapters & their sub-chapters of every document folder / manual must be bookmarked, as in the index of the physical document folder/manual.
   f) Bookmarks to be hyperlinked to their respective page numbers in soft copy of every document folder/manual, to enable the user to directly reach the desired chapter/sub-chapter by merely clicking on the bookmark.
   g) Return of all the original documents within short time as per instruction of EIC.
   h) Regular coordination with our nominated engineers.
   i) Supply of two sets of soft copies (in CDs).
4. The job shall include supply of all labour, consumables, tools, cartridge tape, equipments etc as per direction of Engineer-in-charge.
5. Set-up of working Station at site:
   a) Depute at least 2 nos. skilled operators at workstation.
   b) Provide two nos. computers with necessary softwares.
   c) Sufficient nos. of scanners (at least two) according to quantum of job.
   d) Necessary unfurnished office equipment to complete the above work.
